The challenge is significant. Although the Congress of the Union has a legal and social commitment to permit the use of cannabis for various purposes, such as adult recreational, medical and industrial use, there does not seem to be any basic preliminary agreement, not even among the lawmakers of the majority party in both houses. It would seem very complicated, then, to pass a law that satisfactorily responds to the interests and expectations of the different social and economic sectors, above all when the deadline for doing so was set for December 15, 2020.
